From Glossary of Meteorology

An acronym for Binary Universal Form for the Representation of meteorological alphanumeric data. It is used to encode meteorological, hydrological, and oceanographic observations and forecasts for exchange and storage of data and is maintained by the World Meteorological Organization (WMO).
